This book is basically a handbook for law enforcement, intelligence and military professionals. The book was not sent as a gift but was sent as vital information of critical importance to America's security. Senator Jon Tester of Montana, noted that he cannot personally accept any gifts as a result of his position as a U.S. Senator.
